Does this item come with the T track bolts to install on factory crossbars?

This rack does not come with T track bolts.

This is advertised to fit 4 snowboards but i could only get it shut with 2. The snowboards are average size i believe. Am i missing something?

You would need to flip 2 snowboard over so the bindings are facing the roof and then put the other 2 with bindings facing up (each touching the other faces) to fit the 4. Especially if they are standard width. If they are special shape/profiles/widths that can alter it. But for 4 you would just need to do what I mentioned above.

Do they stay closed if they are not locked? need a rack that will close and latch, but i don't need it to lock. can you secure them _without_ locking?

Will it fit 41/2 " ladder rack

It's universal so it should fit any cross bars whether factory or Thule specific. You can use Thules fit my vehicle feature on their website direct for specifics, if need be.
