Are the 6 ports usb 2.0 or usb 3.0?

My understanding is 2.0 & 3.0 only refers to the standard of cable attached to your device. The actual USB conections are idential. Both can therefore be used on this charger.

Don't know why it is flashing, the one a have is light constantly when plug in to power supply

No. If you wish to have USB ports on a wall I would suggest you get some mains USB fitted by an electrician. You can certainly get mains sockets with integrated USB ports.
