What is the max weight it can handle?

Backpack weight? I'm not sure exactly but I use it with a camera bag that doubles as a carry on so it's pretty heavy... at least 20-30 pounds and it works fine

Do these have elastic sewn into the straps to allow for chest expansion/contraction?

No, there is no elastic in the chest strap.

can this go across my waist and chest? Does it stretch?

It can go over either your waist or chest. It's not stretch, but you can adjust the length from 4"-22".
