How do you put wings on?

There is a elastic band on the back of the wing. All you need to do is simply put this elastic band on. It's very convenient.

is the veil headband elastic?

Yes it is. My granddaughters wear them almost everyday they are 21/2 one of the best things I ever got them.

Can this one fit to an 11 month old baby?

Pink fairy costume is for ages 3-8 years. I gave one to my 5-year old granddaughter. It fit her perfect. I have a picture of her in it, but I couldn't attach the picture to this answer. You could buy one and save it for her. I've done that a time or two. The cost is only about $16. If you want it for pictures, you could try it. The skirt will be pretty long on her and maybe too big around the waist.
